Civil Rights in Child Nutrition Programs
Civil rights requirements ensure that all participants have equal access to Child Nutrition Programs and are treated fairly, respectfully, and without discrimination. GVUSD provides program information in accessible formats, offers language assistance when needed, accommodates individuals with disabilities, displays the required “And Justice for All” poster, trains applicable staff annually, and maintains procedures for receiving and referring civil rights complaints.
Discrimination is prohibited based on race, color, national origin, sex—including gender identity and sexual orientation—disability, age, or reprisal or retaliation for prior civil rights activity. The current USDA Non-Discrimination Statement and complaint-filing information are available below.
Meal Accommodations in Child Nutrition Programs
GVUSD provides reasonable meal accommodations for students whose disabilities or medical conditions restrict their diets. A completed Medical Statement to Request Special Meals and/or Accommodations is required so Food Services can safely identify the appropriate meal modifications.
To request an accommodation:
- Download and complete the medical statement.
- Have the appropriate state-licensed healthcare professional identify the student’s condition, dietary restrictions, required substitutions, and any necessary food-texture modifications.
- Return the completed form to the student’s school office or the GVUSD Food Services Department.
- Allow Food Services time to review the request, communicate with the family and school staff, and establish the accommodation.
Meal accommodations remain in effect until the District receives updated or discontinued instructions. Families should submit a new form when a student’s dietary needs, restrictions, school site, or required substitutions change.
Food preferences and non-medical dietary choices may be supported when existing menu options are available but do not require individualized meal substitutions. Menus and ingredients may change, and families should communicate directly with Food Services regarding allergy or dietary concerns.

Non-Discrimination Statement

To file a program discrimination complaint, a complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form, which can be obtained online at https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Office of the Assistant Secretary for Civil Rights (OASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
